The word 'set' means that the powder will keep the concealer how you put it on, it will keep it in place. Concealer is pliable, if you do not set it with powder (unless its a mouse concealer) it will crease or move / slip down or rub off your face. It will also look seperate to the rest of your make up. concealer itself will wear off just from the oil on your skin. So pretty much by 6 hours, you might as well have no worn concealer or it will go very blotchy and cakey.


If you put powder over your concealer, it will ';set'; it. It will absorb the oil that normally makes your concealer wear off sooner, and it will also blend it with the rest of your skin a little bit better.
It means you put powder on your concealer so that it can last longer throughout the day. Doing this will keep your concealer from fading and 'melting' off.
