They both do different things.
Concealer decreases the look of spots, lines and blemishes on the skin. Foundation is used all over the face to make it look smoother and flawless.
If you do get both, use foundation before concealer. Don't put foundation on afterwards - it completely defeats the purpose. The foundation covers most any blemishes anyway, so by using concealer first, you're using more of the product and wasting it, therefore wasting money.
Overall, foundation does more, as it hides some blemishes as well as making the face look flawless, but ideally, get both.Should i get concealer or foundation?
foundation is great to even out your skin tone. Dont use concealor before foundation because the foundation would just smear it off. Dab and blend some concealor on top of your foundation on trouble spots that are harder to hide. Then lightly dust with some powder to set. Have you tried Physicians Formula? they are the only foundation i've found that doesn't break me out. Also check out:

I think if you need coverage only in a few areas, go with the concealor. If you need coverage in a lot of places, then maybe a liquid foundation. It's good since winter can be a bit dry. I think Revlon colorstay is a good brand for foundation.
To cover imperfections you usually put some concealer on before the foundation, then powder. If you've sensitive skin buy products specially formulated for your skintype. Clinique is very good as it is 100% allergy tested.
both. they have different purposes.
